What chilli varieties are you growing? Also, what grow lights did you use? I've got mine under 60 watts of CFL, upgrading to 150 watts in a couple of days when the light fittings get delivered :)
Jamaican Red Cayenne D'Onza D'Arbol Scotch Bonnet Italian Sweet Peppers Numex Twilight Apache F1 Birds Eye Bishops Crown Jalapeno And a few more I forget at this point : )
I bought just the one growlight this year, mainly to stop the seedlings getting straggly due to lack of light:
